나경원, 오늘 교섭단체 대표연설…키워드는 '잃어버린 2년반'<br /><br />South Korea's main opposition Liberty Korea Party has slammed the government's economic, diplomatic and reform policies, claiming that the country had lost its past two and a half years under the Moon Jae-in administration.<br />In a policy speech at parliament on Tuesday, the LKP's floor leader Na Kyung-won brought up the nation's slowing economic growth which she says is on the verge of dropping to the 1 percent level.<br />She once again criticized the government's income-led growth policy as well as the falling employment rate and widening income gap.<br />The floor leader also hit out at the government's policies on North Korea, claiming that Pyeongyang's nuclear and missile capabilities have advanced even more and that it has been test firing missiles to threaten Seoul.<br />She stressed that it's time to recover ties with Washington and revive the past military exercises to protect Seoul's national security.<br />

US Secretary of State John Kerry and his Russian counterpart Sergei Lavrov continue to exchange frank views on the situation in Ukraine.<br /><br />The US says it wants to find a diplomatic solution, but Russian responses to US proposals to end the crisis are insufficient. <br /><br />White House spokesperson Jay Carney said: “There have been and there will be costs to Russia’s action. We have a flexible tool that will allow us to calibrate what those costs will be depending on what decision Russia takes.”<br /><br />The Russian Foreign Ministry said that any solution to Ukraine’s crisis must take into account the<br />interests of all Ukrainians in all regions and that the right of the <br />residents of Crimea to determine their future must be respected.

Diplomacy? What diplomacy? might be many people’s reactions when observing the Ukrainian, Russian and assorted western government’s positions this week. It was a week that was supposed to see a de-escalation of the crisis in the wake of the 8-day-old Geneva Statement.<br /><br />Ukraine’s prime minister certainly was not mincing his words on Friday: “The world has not yet forgotten World War Two, but Russia already wants to start World War Three,” said Arseniy Yatsenyuk, pausing ominously between each phrase.<br /><br />Russia’s Foreign Minister Sergei Lavrov also maintained his hard line putting the blame for the latest clashes firmly at Kyiv’s door: “They’re fighting with their own people. That is a bloody crime, and those who incited the army to do that will pay, I am sure, and will face justice,” he warned. <br /><br />President Barack Obama, currently in South Korea, says he will be holding consultations with European leaders on Friday, and it is likely further sanctions against Russia will be on the agenda.<br /><br />And in Germany, Russia’s leading European trade partner, Chancellor Angela Merkel has been on the phone with Russian President Vladimir Putin.

<br /> On Thursday, US President Donald Trump said that diplomatic efforts by China to rein in North Korea's weapons program had failed, while Secretary of State Rex Tillerson stated that Beijing should do more to limit oil supplies to Pyongyang. Just one day after speaking with Chinese President Xi Jinping, Trump said on Twitter, "The Chinese envoy, who just returned from North Korea, seems to have had no impact on Little Rocket Man." Separately on Thursday, Tillerson said at the State Department, "The Chinese are doing a lot. We do think they could do more with the oil. We’re really asking them to please restrain more of the oil, not cut it off completely." <br />

남북정상회담을 바라보는 미국의 시선<br /><br /> At the end of May or in early June, according to President Trump, he too will be meeting with Kim Jong-un.<br />In pursuing that meeting, the Trump administration has taken a very unconventional approach, and no one knows quite what to expect.<br />Experts agree, though, that the success of the inter-Korean tomorrow will a great deal of influence on it.<br />Our Kwon Jang-ho has this report. <br />When South Korea's National Security Advisor visited the White House in early March few anticipated what would happen next.<br /><br />"He expressed his eagerness to meet President Trump as soon as possible. President Trump appreciated the briefing and said he would meet Kim Jong-un by May"<br /><br />"When President Trump suddenly accepted Kim Jong-un's invitation to meet, Washington was caught off guard. Although there’s been some time to digest this move, opinions and hopes for the U.S.-North Korea summit remain mixed."<br /><br /> Trump's seemingly unilateral decision to hold talks as soon as possible has turned the traditional order of diplomacy upside down. The extensive negotiations that normally take place before leaders meet has been cut short.<br /><br />"There is very little that I think those of us who have been in the world of diplomacy would call normal about the upcoming meeting... I find it hard to believe they can go far down the road in substance. There may be general agreement but general agreement in the past between the DPRK and the USA hasn't been such a terrific idea, without details laid on and the verification and the monitoring laid on with those details."<br /><br />However, there are some who argue that it could prove to be the spark that moves things forward.<br /><br />"It is the opposite pattern of the way that diplomatic negotiations are normally conducted. However there is a tradition, especially in Asia, of the sort of big men getting together, having a cup of tea, sort of sorting things out and leaving the details to their subordinates. That's what I see from these two individuals."<br /><br />"Everyone and their cousin would say do it the other way around, have all the diplomats first and the summit is the cherry on the top, the summit meeting the two leaders comes last. On the other hand, we've been doing it that way for 65 years and nothing has changed on the Peninsula."<br /><br />For a successful meeting, experts agree that South Korea has a crucial role to play in its own summit with the North.<br /><br />"One hopes that the South Koreans are able to make some progress in setting the stage for a US-DPRK discussion on denuclearization. And it would be great if there was a direct reference to denuclearization as part of what President Moon and Kim Jong un are able to agree upon." <br /><br />"The inter-Korean process is and needs to be central if we're going to get someplace. And one of the things that I actually find most significant and hopefully encouraging about what's going on now is that the Republic of Korea has played such an important role as a catalyst and as a shaper."<br /><br /> With so many uncertainties,
